Issued by the California Public Utilities Commission (CPUC), Rulemaking 03-10-003 began the process of implementing community choice aggregation (CCA) in California.
The CPUC bifurcated the proceedings of R.03-10-003 into Phase 1 and Phase 2, to establish the rules for which community choice aggregation would be implemented in California. D.04-12-048 and D.06-07-029, decisions issued respectively in Phase 1 and Phase 2, resolve pricing, programmatic costs and other implementation issues necessary to permit CCAs to form.
In D.08-09-012, the CPUC implements new generation non-bypassable charges (NBCs) previously established by the Phase 1 and 2 Decisions.
