History of CleanPowerSF

Polluting greenhouse gas emissions here in San Francisco and the threat of global climate change spurred our City to take action and develop a cleaner, more renewable energy alternative for residences and businesses. CleanPowerSF, the City’s custom-tailored community choice aggregation program (CCA), is the culmination of these efforts.

CleanPowerSF is the product of years of careful planning by the San Francisco Public Utilities Commission, the San Francisco Board of Supervisors and the Local Agency Formation Commission (LAFCo).

In 2004, the Board of Supervisors and Mayor directed the San Francisco Public Utilities Commission to begin creating a community choice aggregation program.

From 2004 until 2011, the SFPUC, in concert with LAFCo staff, community groups and renewable energy consultants, worked collaboratively to implement sequential phases of CleanPowerSF.
